Athletes who are members of an athletic club affiliated to the governing body are classed a ‘Affiliated’. Those who are not are classed as ‘Unattached’.

A ‘Competition Licence’ is provided by the governing body on payment of an annual fee. This is in addition to any fee an athlete might pay to be a member of an athletic club, although the membership fee might incorporate the ‘Competition Licence’ fee.

The governing body encourages athletes to join an athletic club but requires those who do not to a pay a minimum of £2 extra to participate in road races licensed by them. All races organised by City of Portsmouth set the additional fee at the permitted minimum of £2.
